20 officers in plot face court martial

THE Philippine Army has recommended court-martial proceedings against Brig. Gen. Danilo Lim, the sacked Scout Ranger commander, and 19 other officers for allegedly participating in an aborted coup attempt against President Gloria Macapagal-Arroyo last month.

The Army chief, Lt. Gen. Hermogenes Esperon, made the recommendation to Gen. Generoso Senga, Armed Forces chief of staff, said Maj. Bartolome Bacarro, the Army spokesperson.

The Army investigated 59 officers and 37 enlisted personnel in connection with the plan to withdraw support from Ms Arroyo during a rally commemorating the 20th anniversary of the People Power revolution on Feb. 24.

"The 20 officers recommended for general court-martial have varying degrees of participation in the foiled coup. However, the final decision will be up to the chief of staff," Bacarro said yesterday.

He said these officers, including Lim, could be charged with violation of three Articles of War -- mutiny, failure to suppress a mutiny, and conduct prejudicial to good order and military discipline.

Lim has denied the accusations. He has been relieved of his command of the elite First Scout Ranger Regiment and has been restricted to quarters since Feb. 24. This was after he and Marine Col. Ariel Querubin reportedly disclosed to Senga their plan to join anti-Arroyo rallies on the Edsa highway and announce a withdrawal of support for the President.

That day, Ms Arroyo, who has been hounded by allegations she stole the 2004 presidential election, declared a state national of emergency.

The President lifted her emergency decree a week later, saying she had quelled an attempt to unseat her by an alliance of communist guerrillas, rogue soldiers, opposition politicians and businessmen.

Lim, 50, a graduate of the US Military Academy at West Point, has been linked to previous coup attempts. In December 1989, Lim, then a captain, led rebel soldiers in taking over the Makati financial district in the bloodiest coup attempt against then-president Corazon Aquino.

Still, Lim's stock steadily grew. He received his star rank in April 2005, becoming one of the youngest officers to become a general.

Other officers probed

A number of Scout Ranger officers have either been detained or restricted to quarters while investigations are continuing on the coup attempt. They include Col. Nestor Flordeliza, Maj. Jason Aquino and Capt. Ruben Guinolbay.

Guinolbay was awarded the Gold Cross, the military's third highest combat award, for his exploits in the siege of a hospital in Basilan province by Abu Sayyaf insurgents in June 2001.

Querubin has not been restricted to quarters or investigated for the Feb. 24 plot.

He and other Marine officers are instead being investigated for the Feb. 26 standoff at their Fort Bonifacio headquarters. This was prompted by the sudden relief of Maj. Gen. Renato Miranda as Marine commandant.

Bacarro said the rest of the 39 officers and 37 enlisted personnel could face administrative or criminal charges at the Army level. Administrative charges are tried before the Efficiency and Separation Board (ESB).

Other cases

"The rest of the officers and soldiers will be handled by the Army. They will be charged, but I can't say for now what the charges will be," Bacarro said.

On Saturday, Esperon announced that he had submitted his recommendation to Senga that Lim and several other officers be charged in a court martial. Sources said 15 officers would be charged.

During the 109th anniversary of the Philippine Army on Monday, Esperon said he had withheld submitting his recommendation due to additional information.

No deadline was set for Senga to act on the Army's recommendation.

Senga has so far not acted on the guilty verdict handed down by a court martial on former Armed Forces comptroller, now-retired major general Carlos Garcia, in December last year.

Also pending action is a report submitted in January by a fact-finding board led by Navy chief Vice Adm. Mateo Mayuga on the "Hello, Garci" election fraud scandal that implicated a number of top military officials.

Execuive Secretary Eduardo Ermita said that Defense Secretary Avelino Cruz would submit the Mayuga report to President Arroyo today.

2 bishops back sacked Army general

FRIENDS AND PRELATES HAVE JOINED comrades-in-arms of Brig. Gen. Danilo Lim in expressing support for the commander of the Scout Ranger regiment who was sacked in the wake of a failed attempt to unseat President Macapagal-Arroyo.

Since the eve of the alleged plot to oust Ms Arroyo on Feb. 24, Lim has been confined to a modest two-story house in the Fort Bonifacio area for military officers, where he has been receiving a steady stream of visitors.

On Sunday, two outspoken bishops--Julio Xavier Labayen and Antonio Tobias--were among several dozen people who attended Mass in the small sala of Lim's quarters, and later had lunch of grilled pork, tilapia and other native dishes in his narrow patio adorned with orchids.

On Saturday, fellow graduates of the US Military Academy at West Point dropped by at lunch.

"I'm overwhelmed," Lim told the Inquirer. "This means a lot to me and my family, to be visited by the bishops and get their support."

The 50-year-old Lim found an instant fan in Labayen, who had a lengthy conversation with the general before celebrating Mass at around 11:30 a.m.

Conscience

"I sensed that it's not so much about his career. What's more important to him was his conscience, especially his patriotism," Labayen, bishop emeritus of Infanta (Quezon), told the Inquirer.

"If I think only about myself, then I don't have to think about anything else because I can go up (the career ladder) and have a secure life. But the thing is, it's not only about me--it's about achieving genuine peace in our motherland," Labayen quoted Lim as telling him.

"So, how can we not believe a person like him?" Labayen said. "This is not anymore just about his personal security. It is his conscience that is telling him, in the light of the Good News, that we have to work for the nation and for peace in the world."

Labayen said his talk with Lim dashed his image of the military, shaped during the martial law rule of the dictator Ferdinand Marcos, as the "enemy of the people."

Third dimension

"I realized that we have so many good officers out there," added Labayen, who said he was called "a communist, a Marxist," during the Marcos regime. "Like today, the mentality is 'If you're not with us, you're against us.' They forget that there's a third dimension, that there is God."

Lim, a graduate of the Philippine Military Academy, began his military career as a platoon leader of the All-Igorot Forward Reconnaissance Unit based in Jolo, battling Moro insurgents in the late 1970s.

He shot to national prominence ironically in the occupation by rebel soldiers of Makati City's commercial district during the Dec. 1-7, 1989 coup attempt against then President Corazon Aquino.

Lim led the defeated soldiers back to barracks in the wake of the bloodiest military uprising against Aquino.

Still, Lim's stock grew. He received his star rank in April 2005, becoming one of the youngest officers to make general.

'Destabilizers'

Armed Forces officials claimed Lim had planned to lead disgruntled military elements in withdrawing support from Ms Arroyo and marching to Edsa on Feb. 24 in a failed bid to replicate the "people power" revolutions. The march was to coincide with the 20th anniversary of Edsa I.

Politicians, priests, business leaders and bishops were allegedly involved in the plot.

Lim denied he had attempted to overthrow Ms Arroyo. "No, I'm not aware of any coup," he told the Inquirer. He declined to elaborate.

Labayen said he didn't mind if Ms Arroyo's allies read malice in the bishops' visit and tag the prelates as "destabilizers," like Lim.

The prelate said he was aware that the administration had accused even members of the Catholic hierarchy of involvement in the alleged coup plot.

Church teaching

In his homily, Labayen said the Church's teaching on achieving peace through truth and justice was especially relevant amid the political crisis triggered by Ms Arroyo's alleged cheating in 2004.

"Today, there is confusion because the President is concealing the truth, putting it aside, trampling on it," he said. "The people don't want anything but the truth."

Labayen was accompanied by Franciscan Sr. Agneta Lauzon and Jose Albert, Hero Vaswani and lawyer Fred Bentulan of the Kilusang Makabansang Ekonomiya, a self-proclaimed nationalist movement.

Wearing a white shirt and black slacks, Lim appeared calm and composed during his conversation with Labayen and throughout the Mass. Later at lunch, Lim was more at ease, visibly entertained by his guests' jokes.

Story about tiny frogs

A great moral...even though it comes from frogs

There once was a bunch of tiny frogs, who arranged a running competition. The goal was to reach the top of a very high tower . A big crowd had gathered around the tower to see the race and cheer on the contestants. The race began.

Honestly: No one in crowd really believed that the tiny frogs would reach the top of the tower. You will hear statements such as: "Oh, WAY too difficult!! They will NEVER make it to the top." or: "Not a chance that they will succeed. The tower is too high!" The tiny frogs began collapsing. One by one... Except for those who in a fresh tempo were climbing higher and higher... The crowd continued to yell. "It is too difficult!!! No one will make it!"

More tiny frogs got tired and gave up...But ONE continued higher and higher and higher... This one wouldn't give up! At the end everyone else had given up climbing the tower. Except for the one tiny frog who after a big effort was the only one who reached the top! THEN all of the other tiny frogs naturally wanted to know how this one frog managed to do it? A contestant asked the tiny frog how the one who succeeded had found the strength to reach the goal? It turned out... That the winner was DEAF!!!!

The wisdom of this story is:

'Orphaned' Rangers
THERE have been numerous insinuations about the recent revelation of President Joseph Estrada that he gave P8 million pesos to the Scout Rangers, the Philippine Marines and the dependents of the Magdalo.

While I cannot speak on how the Philippine Marines and the Magdalo kin spent their share of Erap's donation, I can speak with authority on how the "deposed" First Scout Ranger Regiment commander, Brig. Gen. Danilo Lim spent the money donated to the Scout Rangers.

When Lim assumed command of the Scout Rangers, one of the first things he did was put up a lending cooperative. Aware of the pitiful salary of his soldiers, he knew many of them were deep in debt to loan sharks. He then put up the cooperative charging only 2 percent instead of the 20 percent that the soldiers had to pay other lending entities. He was able to get capitalization from civilians who were supportive of his project.

President Estrada was able to up the capitalization to P10 million with his P4 million donation.

The cooperative is only one of the many projects that showed Lim's concern for the welfare of his men.

Camp Tecson is now home to 50 heads of cattle, 100 lambs, 100 goats, 100 turkey-like birds (whose name escapes me at the moment), a number of deer and several ostriches. These animals are slaughtered for food every now and then when the Rangers celebrate an occasion. All these were again, donations from civilians who ask nothing in return from the low-key but charismatic general.

The lending cooperative has also provided livelihood for the wives of his men who are assigned to the garrison. The coop acquires "ukay-ukay" apparel and sells them to the wives at minimal cost on a consignment basis. The wives then sell these goods at a reasonable margin of profit thus providing these homemakers additional income to augment their husband's salaries.

Lim was also able to get a donation of 50 hectares from a landed and prominent family to use as site of a housing project for the Rangers in San Miguel, Bulacan.

As far as I can remember, my "tukayo" is the only commander to have ever put up such a project for the country's elite Army unit. He is also the only AFP general I know who still does not have a house of his own. In fact, when in Manila, he resides in very simple quarters at the Philippine Army Officers' Village – a home which he will soon be ejected from when he is retired.
Being Scout Ranger commander, one would naturally assume that he would have decent quarters in his command. But no. When he was told that there were funds available for the construction of a commander's quarters, he refused the offer and asked that the money be used to construct the soldiers' barracks instead. His present quarters is made of nipa.

This is why many of the Scout Rangers, despite having a new commander, have referred to themselves as "orphaned."

With all the talks of corruption involving the police and military, Lim's example and legacy to his men will serve as a beacon of hope for our struggling AFP. It is after all, still possible for this nation to produce upstanding officers. I underscore nation, not administration.

Too bad this government does not deserve his kind.
